SHBC Local Plan Changes
Local Plan Changes Open for Public Comment
Residents in Surrey Heath are being invited to have their say on important proposed changes to the borough’s Local Plan, which will guide development in the area up to 2038.
The Local Plan sets out where new housing, infrastructure, and other developments may take place. It is currently being reviewed by an independent Inspector to ensure it meets national planning standards.
What’s happening now?
Following earlier consultation and hearings, the Inspector has recommended a number of “Main Modifications”—changes designed to make the plan suitable for approval.
These proposed changes are now open for public consultation.
How to take part
Consultation period: 28 May to 9 July 2026 (midday deadline)
Residents can submit comments, but only on the proposed changes—not on other parts of the plan.

Online via the Surrey Heath Borough Council website
In person at local venues, including Bagshot Village Community Library and Camberley Library.
Submitting your views
Comments must be submitted in writing and cannot be anonymous. All responses will be considered by the Inspector before a final decision is made.
What happens next?
After the consultation closes, the Inspector will review all feedback and publish a final report. If the plan is approved, it will then be formally adopted by the Council and used to guide planning decisions across the borough.
